رسالة من الغوطة الشرقية للمجتمع الدولي

رسالة غوطة دمشق إلى العالم

السيدات والسادة
نرغب بتذكيركم وتذكير الأسرة الدولية المتحضرة، أن جريمة كبرى من جرائم الحرب تحصل الآن في هذه اللحظات، بحصار وتدمير المناطق المدنية في المساحات التي تعرف بـ “غوطة دمشق الشرقية” والتي هي تجمع كبير لمدن وبلدات وقرى وأرياف وبساتين شاسعة تحيط بالعاصمة دمشق من جهة الشرق، ويعيش فيها مئات الآلاف من السكان والنازحين من مختلف المحافظات السورية الذين يعيشون ويموتون يومياً تحت نيران قصف نظام الأسد وحلفائه الروس والإيرانيين، وكما هو موثّق بالصوت والصورة من داخل المناطق المحاصرة، إن هذا كله يمثل جرائم ضد الإنسانية تتخذ صبغة دامغة، وأدلتها مرئية للعالم كله الذي نشعر بالأسف والأسى أن يشترك في هذه الجرائم الرهيبة، بتقاعسه عن تحويل الإدانات الشفهية إلى القول والعمل الجاد.
ذنب غوطة دمشق أنها انضمت إلى ثورة الشعب السوري للمطالبة بالحرية والديمقراطية والعدالة والتنمية المجتمعية والصناعية والاقتصادية. ذنب أهلها أنهم رفعوا لافتات في مظاهرات سلمية، خرجت في شوارع الغوطة كما خرجت في شوارع درعا وحمص وحماة وحلب ودير الزور والحسكة والرقة وإدلب وغيرها.
انتفاضة شعبية رفضت رفع السلاح متبعة أحدث أساليب الاحتجاج المدني العالمية، لكنها جوبهت، علي يد الأسد، بالرصاص والنار والاعتقالات والتعذيب في السجون حتى الموت. فقرر أهلها الدفاع عن أنفسهم ومنع قوات الأسد من انتهاك مناطقهم المدنية الآمنة.
ماذا فعل الأسد والروس والإيرانيون أيتها السيدات والسادة؟ حاصروا الغوطة كما حاصروا قبلها مناطق عديدة، إلى أن اضطر أهلها إلى أكل أوراق الأشجار، وحرق أثاث بيوتهم للتدفئة ودفن شهدائهم في حدائق بيوتهم.
حين صمت العالم على أدولف هتلر في الثلاثينات وعقد معه اتفاقيات سلام، رفض قادة العالم المتنورون الذين تحلوا بالشجاعة مثل السير ونستون تشرشل أن يعطوا للقاتل النازي أية شرعية، وعرفوا أنه سيتضخم بعدها حتى يصل إلى لحظة الهولوكوست الفظيعة التي لم تُشفَ البشرية منها بعد.
وهذا هولوكوست آخر يجري في غوطة دمشق الصغيرة، والتي تبلغ مساحتها أقل من 110كم2، أي ما يعادل فقط أقل من ثلاثة أضعاف مساحة معسكر “أوشفيتز” النازي. تحدث هذه المحرقة في سوريا اليوم بيد الأسد والروس والإيرانيين. لكن يبدو أن قادة العالم اليوم لم يتعلموا الدرس من ذلك التاريخ القريب.
استخدم الروس كافة أشكال الأسلحة التي تنتجها مصانعهم، وخرج الرئيس فلاديمير بوتين يتباهى بأن جيشه جرّب الأسلحة الروسية الحديثة في سوريا، ضارباً بعرض الحائط جميع القوانين الدولية وقرارات مجلس الأمن واتفاقيات خفض العنف والهدنة وكل ما يمكن أن يوقف إطلاق النار.
ما هو المعنى الذي يجّسده لكم خرق القانون الدولي وقرارات مجلس الأمن؟ وعدم اتخاذ أي إجراء عقابي تجاه ذلك؟ أليس هذا تكريساً للخروج عن القانون وارتكاباً للمزيد من الجرائم التي لم تتوقف على المدنيين السوريين وحدهم.
لقد تفوق نظام الأسد اليوم، بجرائمه التي باتت لا تعد ولا تحصى، على أكثر المطلوبين للعدالة شهرة على مستوى العالم، ففي الوقت الذي وثّق فيه مجلس الأمن أن حصار سراييفو قد تواصل من ربيع العالم 1992 إلى شتاء 1996 فقد تجاوز حصار بشار الأسد للغوطة هذا الرقم بكثير، حصار بدأه من مارس 2013 ويستمر حتى قراءتكم لهذه السطور، دمر و قصف الأسد على الغوطة خلاله ما يتجاوز الـ 8994 منزلاً حسب تقارير المنظمات الأممية، وخلال الفترة ذاتها هاجم الأسد الغوطة بالسلاح الكيماوي في أغسطس 2013 في عملية شهد عليها العالم تسببت بمقتل 1400 شخص أكثر من 400 منهم من الأطفال بضربة واحدة فقط حينها.
منذ ذلك التاريخ وحتى اليوم، لقي أكثر من 25000 شهيد مدني في الغوطة حتفهم، التي أحصي عدد مرات قصفها بالكيماوي بـ 77 مرة، أحدثها كانت 7 مرات في هذه الحملة الاخيرة، لتصل نسبة الدمار في أبنيتها ومعاملها ومزارعها إلى80 بالمئة، تلك المناطق لم تعد صالحة للسكن الآن. استخدمت روسيا والنظام الى الان 6500 طلعة جوية كل طلعة تحمل 8 صواريخ أسقطت فوق رؤوس أهل الغوطة. و2000 برميل متفجر، و3250 صاروخ أرض – أرض، وتم تدمير جميع المشافي فيها وحظر دخول كافة أنواع الأدوية، والقضاء على جميع حظائر المواشي التي كانت تزود سكان الغوطة بالغذاء والحليب، بعد أن تم تصويرها بطائرات الاستطلاع الروسية واستخدام البراميل المتفجرة لإبادتها.
وطيلة ذلك الوقت، كان أهل الغوطة يمتلكون العدد الكافي من المقاتلين والكثير من العتاد العسكري والأسلحة، لكنهم قاوموا على مدى سنوات، ليس فقط قصف طائرات الأسد والطيران الروسي والغزو الطائفي الإيراني، ولكنهم قاوموا أيضا الغرائزية التي أراد نظام الأسد جرّهم إليها بالمزيد من العنف الشرس. ولو أرادوا الانتقام لأمطروا دمشق بالقذائف يومياً، غير أنهم تحملوا وصبروا لأنهم يعلمون أن عدوهم ليس أهل دمشق بل نظام الأسد الذي يحتلها ويستعبد سكانها ويتخذهم رهائن ودروعاً بشرية عنده، وما يزال، حتى الآن، لا يفصل بين حي جوبر والمناطق الأمنية للنظام سوى مئات الأمتار، ولكن جوبر وزملكا وعربين وحرستا ودوما وسقبا وغيرها من مناطق الغوطة، لم تتحول الى منصات عسكرية لقصف دمشق العاصمة، كما حاول نظام الأسد ادعاء ذلك لتشويه صورة الثوار في الغوطة، بل تمسكوا بحق الدفاع عن النفس فقط، وهو حق تحفظه لهم الشرائع الدولية كلها ويعترف به القانون الدولي. وعلى المجتمع الدولي أن يتفهم هذا الموقف الإنساني العميق، الذي منعهم من قتل أبناء بلدهم من الأبرياء والمدنيين. وبالمقابل عليه أن يمنع سلطة الأسد التي أصبحت مع الوقت سلطة احتلال لا تمتلك أية شرعية، من غزو المناطق الآمنة في الغوطة وتطبيق أبشع الجرائم على سكانها المدنيين.
إن أهالي الغوطة المحاصرين، من أطفال وأمهات وكبار ومسنين، بحاجة إليكم لإيقاف جحيم الهولوكوست السوري المتنقل بين المدن والمدنيين السوريين العزل. نحن اليوم نقترب من نهاية الربع الأول من القرن الواحد والعشرين ولا زالت بلادنا تعاني من مجازر العصور المظلمة.
إن غوطة دمشق رمز تاريخي سوري عالمي يجري سحقه وتحطيمه الآن، وقد تغنى بها الشعراء والمؤرخون من كل أنحاء العالم منذ العصور القديمة حتى زمننا هذا، وهي التي وصفها الكاتب الأميركي الكبير الأيقونة مارك توين، في زيارته لدمشق بأنها فردوس حقيقي. وكتب عنها يقول “رغم عمركِ الذي من عمر التاريخ ذاته، فإنكِ نضرةٌ مثل نَفَس الربيع، متفتحةٌ مثل براعم وردِك الجوريّ، عابقةٌ مثلَ زهر برتقالِك، يا دمشقُ، يا لؤلؤة الشرق”.
وأخيرا يجب أن نذكركم أيضاً أن الثورة السورية هي انتفاضة جيل من الشباب السوريين اللذين طالبوا بـ “الكرامة”، كرامة السوريين التي كانت مهدورة بسبب هيمنة نظام الأسد على حياتهم وعدم تطبيقه لأي قانون محليّ سوري، فمتى يجب أن تُطبَق القرارات الدولية الجريئة التي تعيد الكرامة إلى “العالم” كله بعد أن فقدها، باحتقار الأسد وحلفائه للقانون الدولي وجميع ما أنتجته البشرية من قيم متحضرة دفعت ثمنها آلاف السنين من الويلات والحروب والكوارث كي لا يتكرر مثلها يومًا ما؟.

A message from Eastern Ghouta of Damascus for the World

To the citizens of the world,

We would like to bring your attention, along with the international community, that a major war crime is taking place at this very moment in Eaten Ghouta enclave, by all means of siege and destruction of an urban areas. Hundreds of thousands of local population and displaced persons from various Syrian provinces dying on daily basis under the heavy bombardment by Assad regime and its Russian and Iranian allies. However, we are extremely disappointed that this world is taking part in such terrible crimes against humanity by failing to translate verbal condemnations into serious actions.

The only fault that Eastern Ghouta has committed was its decision to join the revolution of the Syrian people demanding freedom, democracy, justice and social and economic development. The people of Ghouta took peacefully to the street just as their fellow Syrians did in Daraa, Homs, Hama, Aleppo, Deir Al-Zour, al-Hasaka, Raqqa, Idlib and other areas.
Yet, the civilized demonstrations were confronted, by Assad, with bullets, fire, imprisonment and torture to death in the regime’s detention facility. Only then, Syrian people decided to defend themselves freedom m the atrocity of Assad forces.

Ladies and gentlemen, Assad and ita allies the Russians and Iranians are imposing a siege on Eastern Ghouta, as they did with several other areas, that locals were forced to eat tree leaves to survive, burn their own furniture to seek heating and burry their beloved ones and martyrs in the backyards of their houses.

Make no mistake that in 1930s, when the world kept silent about the brutality of Adolf Hitler and signed peace treaties with him, an enlightened courageous leader, such as Sir Winston Churchill, refused to give the Nazi murderer any legitimacy and knew that his acts would culminate in the terrible holocaust, fro which humanity hasn’t yet fully recovered from.

Here is another holocaust in display in the small Eastern Ghouta, an area of less than 110 square kilometers—i.e. three times the size of the Nazi Auschwitz camp. The Syrian holocaust of today is being perpetrated by Assad, Russia and Iran. However, today’s world leaders seem to haven’t learned the hard lesson.

Russia have used all types of weapons it produces. President Vladimir Putin publicly boasted that his army had tried modern Russian weapons in Syria, showing flagrant contempt of all international laws, Security Council resolutions, agreements of de-escalation zones, truces and all attempts that could lead to a ceasefire.
Never the less, violation of international law and UN resolutions without hold the violator accountable has played into further breaking of laws and committing more crimes against humanity.

With its countless crimes, Assad regime surpassed the most infamous international individuals who have been brought to justice. For instance, the Security Council documented that the siege of Sarajevo lasted for four years, from the spring of 1992 to the winter of 1996; whereas the siege of Ghouta imposed by Bashar al-Assad has gone way beyond this figure. According to reports of UN agencies, during the siege that Assad has started in Mars 2013, which is ongoing until now as you read these words, Assad destroyed and bombarded over 8994 houses in Ghouta. During the same period, Assad attacked Ghouta using chemical weapons in August 2013 in an offensive witnessed by the entire world, which killed, in one blow, 1,400 people, over 400 of whom were children.
From that day to date, over 25 thousand civilians lost their lives in Ghouta which has come under 77 documented chemical attacks, seven of which were most recent in the ongoing campaign. About 80 per cent of its buildings, factories and farms have been destroyed, making the area uninhabitable. So far, Russia and the regime have conducted 6500 air raids. Each raid bombarded civilians with eight rockets and 2000 barrel bombs alongside shelling the area with 3250 surface-to-surface missiles. Almost all hospitals are destroyed now and the area is deprived of access to any kind of medication or medical supplies. In addition to that, Russian reconnaissance planes located cattle barns and regime planes barrel bombed them, depriving besieged locals from the only source of food.

Throughout that time, locals of Ghouta possessed sufficient numbers of fighters and plenty of weapons. However, they resisted for years, not only the airstrikes of the Assad and Russian air force, as well as the Iranian sectarian invasion, they also resisted the basic instinct that the Assad regime wanted to drag them to through the use of more brutal violence. Had people in Ghouta wanted to take revenge, they would have bombed Damascus with missiles every day, but they rather tolerated and were patient because they know that their enemy is not the people of Damascus; their enemy is the Assad regime, which occupies and enslaves its inhabitants taking them hostage and using them as human shields. Up till today, only a few hundred meters separate between Joubar and the security zones of the regime. Nevertheless, Joubar, Zamalka, Irbin, Harasta, Douma, Sakba and other areas in Ghouta have not been turned into military platforms to bomb Damascus, as the regime alleged to defame the revolutionaries in Ghouta. People there have only held on to their right to self-defense, a right recognized by the international law and enshrined in all international instruments. The international community must comprehend this meaningful humanitarian position, which has prevented the revolutionaries from killing innocent people and civilians. On the other hand, the international community must prevent Assad authority, which has become an occupying authority that lacks any legitimacy over time, from invading urban areas in Ghouta and perpetrating the most heinous crimes against its civilian population.

The besieged people of Eastern Ghouta, including children, mothers and elderly, need you to stop the hell of the Syrian holocaust that is scorching Syria, city after city, claiming the lives of innocent unarmed civilians. Though the world is reaching the end of the first quarter of the twenty-first century, our country is still undergoing crimes from the dark ages.

The Ghouta of Damascus is a Syrian and international historic symbol that is unfortunately being crushed and destroyed today. Poets and historians from all the world, form ancient to contemporary times, cherished it. “Real paradise” is how the iconic American writer, Mark Twain, in his visit to Damascus described it. “Though old as history itself, thou art fresh as the breath of spring, blooming as thine own rose-bud, and fragrant as thine own orange flower, O Damascus, pearl of the East!” Mark Twain wrote.
